If both LCD montiors are made by the same manufacturer, then yes expect a noticeable difference. If they're different brands, then take those specs lightly with a grain of salt. The reason is because different manufacturers use different standards to get those ratings.
Unfortunately for the consumer, those "measurement standards" aren't regulated (or checked for consistency). So someone claiming the better contrast ratio might not really have the better contrast depending on how they took their measurement. It's best to compare them side by side whenever possible.

This is something you probably want to goto a store like Best Buy or Circuit City, which has many different screens side by side and judge for yourself. What you are looking at is how "black" the blacks are and other dark grays. The more contrast the higher the difference between the black and whites.

Hi. Not a noticeable difference to the human eye. The blacks will be slightly blacker.

Unless you're using it in a profession that requires highly accurate color detail, then you shouldn't really notice that much difference.
