I have two electrical outlets on the outside of my home. When not in use I would like to ensure the security of these outlets to prevent unauthorized use by a neighbor

There are outlet covers that have a hasp for a padlock. There is a link below.

Another cheaper suggestion would be to locate the breaker for the outlets. An outside recepticle may have its own breaker that could be turned off while not in use. It just depends on how your house was wired.

Yes homedepot/lowes does have a outdoor plastic cover to lock off outlets.

I would spend the money on a Glock not lock. Guaranteed to keep the neighbors away.
