It says in order to download nero 7 i need at least directx 9. I hear it cannot be deleted once loaded. Is this program a pain, or a good thing to have??

You will not even notice that it's there. It's a graphics interface that many programs require to run. You can't access it directly, it's just there. I recommend you install it and forget about it. Any time a program asks you to install a new version of direct X just go ahead and do it, it's for the best.

DirectX is a necessity...it comes with windows but its an older version so you already have it...it provides an interface between the computer, the graphics drivers and graphics card/chipset, soundcard and other pieces of hardware...without it you wouldnt be able to use a monitor or soundcard with Windows!...
So you probably already have DirectX 9.a installed and Nero requires 9.c...
Basicly all Nero is telling you to do is install the update for it

You have no choice in this matter, it's either Microsoft's way or the highway; just install it and fix Windows faux pases as you go.

You can install it. it's no harm.
it's not a end user software, but must for graphics application on windows.
