well this all depends on the turtle and the species of fish, you see gold fish plus turtle = eating goldfish, i would think that betas would be a much better choice if you want your fish to live More than 1 hour since turtles love eating fish, because that's what they do, but i see that u mentioned that the turtle has been in your family for over 20 years? well depending on his behaivior you might be able to put some gold fish since after 20 years he is obiously tame and if he is 3inchs, make sure u get bigger gold fish, like bigger than his head just to be sure he doesnt eat them.

I have two turtles in a mixed terrarium/aquarium and have had no problem with the turtle eating the fish. It might be a good idea to test compatability, but also, select fish that are of comparable size to your turtle. They are less likely to eat a larger fish unless they are aggressive. It is possible that your turtle will act aggressively toward the fish because of age and the change in habitat.

A 3", 20 year-old turtle is not healthy, and it sounds like you may not be sure of the proper care of that turtle. I would strongly recommend that you find out the turtle's species.
Some species won't bother a fish at all, some turtles don't particularly like a half and half tank, etc.
I suspect this is a Box Turtle- which won't bother the fish, and does not like half-and-half tanks (they like land tanks with temperate temps and high humidity.)

Honestly...I would go buy a "test" fish and put it in your turtle's aquarium. I had a turtle who became EXTREMELY mean somehow. It ended up killing my other turtle and then a fish that I put in with it. And I'm talking about one of those tiny aquatic turtles. So personally, I would go buy a cheap fish or two at a pet store and see what happens...despite a potentially gruesome outcome.

The moment the turtle sees the fish that will be the end of the fish, unless the fish is alot bigger than the turtle, but the gold fish will definitely get eaten.

Yes goldfish would be fine, just make sure there is enough room in the water for the turtle to still swim comfterbly if he wishes to.
Another thing, waterfalls look really nice and keep the water in the tank flowing. It is also useful to stack rocks so the turtle has the option of wading in shallow water or swimming in deeper water.

Most likely your turtle will eat the fish. I have a turtle who killed his turtle mate and eats everything we put in there. I had a bright idea to put an algae eater in his tank to help keep it clean, he ate it, the kids throw grass hoppers in there and he eats them, turltes can be mean

if you put a goldfish in his water, he is likely to eat it. we gave my turtle a fish to be "friends" with and she ate it.
