If a person rents a lot in a trailor park are the exempt from any new rules after the park changes hands?

I think you are confusing new codes and regulations with rules set by the owner of a privately owned trailer park.

Many things are "grandfathered" in Maine concerning town and state ordinances such as setback, old construction, location of buildings and so forth. However, I know of no laws concerning rules and regulations by a private landlord providing, of course, that they don't violate fair housing and discrimination laws.
