it never wants to start. (but it does)
it never idles
it backfires often
it fouls the plug all the time
its leaking oil in the bottom end
it was bought off ebay
it doesn't run properly.

whats the matter?

The carb might need to be cleaned.
The valves could need adjusting - If they're to tight, they'll leak.
Might need a valve job - valves get carbon deposits on them and that prevents them from sealing.
Plug fouling -
Dirty air cleaner
Valve guide seals
Piston & rings
Hard to start...all of the above.
--What do you mean it leaks oil in the bottem end?
Does the engine leak oil?
Clean off all the oil.
Sprinkle white baby powder on the engine in the area of the suspected leak.
Start the engine.
The baby powder will dis-color at the spot of the leak.
If it's at a gasket, replace it.
If it's a crack in the engine, J B Weld works good.

sounds like you need a rebuild and carb overhaul
