The coolest ever is Hades from Hercules. James Woods has a great voice. The worst ever is Lex Luthor as played by Gene Hackman. I like Kevin Spacey playing Lex, though.

The coolest villian is Dr. Claw from Inspector Gadget he had that scary deep voice and you never seen his face just his hands and his evil cat. The worst villian was Gargamel the ugly big nosed human from the smurfs.
