when people say something either and then after they say just kidding! i heard somewhere that like 70% of the time when people say just kidding after that they really meant what they said! is this true?!?!?!?

yes it is true. it is just a way of saying what is really on their mind and finding out how you will react or just to get it off their chest. "Just Kidding" is the way out of tension that might build up. There are sometimes though that when someone says just kidding, they really are just kidding.

HERE IS YOUR ANSWER ... people will say whatever comes first to mind. Regardless of whether they meant it or not, they can find what they said humoress thats why they end it with "just kidding". They find humor in what they said, its more of an inside joke to them so they say (whatever) followed by a just kidding so you dont take them seriously. These people are just trying to be humoress, and are trying to get a positive response from you. Other people will tell you what they TRUELY think is correct but because they may find it being insulting to you they will follow with a "just kidding". What they may have to say is their way of hinting to you that they are serious. We all have a tendency not to stand out as being negative which is why we will end it with a "just kidding". It doesnt matter about the percentage of people who say this because whether its 70% or 30% you cant judge somebody on that alone. Its not 100%. But if you want my opinion, depending on their tone of voice and their personality will dictate whether they are just being humoress or serious. Most of the time though, people are being serious because they are trying to tell you what they personally think based off of their experiences but not trying to be negative about it. You should honestly see it as a sign that they are trying to tell you something but not trying to imply anything negative about what they said. Take it for granted though if there is logic behind their response. If I was to say "you need to lose weight!, Oh Im just kidding!" Thats my way of NOT sounding negative to you and hurting your feelings, but its my way of hinting to you that maybe you can consider losing weight. I think we can all agree, this is how we would interpret such remarks.

I would say it's more like 50% of the time because I use that mostly when I'm just genuinely making a joke.

If I wanted to tell someone that they annoy me when they do such a thing, I might say sometimes "Oh I hate when you do that. Haha, just kidding."

But mostly I would genuinely be joking,
