My suggestions:

Exfoliate your lips with a gentle lip exfoliant several times a week. Bourjois, The Body Shop, Tarte and Pout make good ones.

Afterwards, use a good lip balm. MAKE SURE that is does not have petrolatum or mineral oil in it, because those aren't good for keeping moisture in.
Good lip balms: any Bonne Bell Lip smacker that DOES not have sparkle in it;
Burt's Bees lip balm with pomegranate
The Body Shop lip balms
Aveda lip balm
Guerlain lip balm
Shiseido lip balm

Use gloss in a light colour instead of lipstick, because it shows flakes less.
Most importantly, make sure you drink lots of water and don't smoke, to stay hydrated.

just make sure you but on lip balm often! every time you feel that your lips are dry put it on again. i like carmex in the tube. you might have to go without lipstick for a few days. also an easy cheap way to remove the flakes is to brush your lips with your toothbrush. not to hard to the point it hurts.

I usually have this problem during the winter and here's how I try to fix it: Use a lip scrub to get off dead skin (MaryKay makes an excellent one!) and then apply a petroleum based gloss. Funnily enough, Vaseline works wonders! It's also good for chapped cheeks. Beeswas is a good choice, too. If you can't find a lip scrub, a washcloth works, too... Just make sure that you don't apply too much pressure or scrub too vigorously so it starts to bleed! :D Hope this helps...

well try putting vaseline on its really good,or a medicated chapstick,or some carmex,it works really good and softens the lips,and when u put your lipstick put on some vaseline over it or a lip gloss to give it a shine..good luck!

I have this problem too!!! Anyway I like to use Chapstick, I am not just saying it though because I really do think it works for me! Also try Burt's Bees lip gloss, that works too! ♥
