Create a password for your user

If you want to do it in Windows (any flavor), you can set the screensaver's password setting (usually under Display in the control panel). This will lock the screen until you enter the password (but only after the screensaver activates.)

You can also setup a user password before logging into Windows, but I'd need to know what operating system you're using exactly to tell you the steps for this.

Otherwise, you can also set a BIOS password, which would prevent the computer from being booted up (if you normally shut it down.) There are a variety of ways to do this and is specific to your PC - F1, DEL or F10 at bootup are the usual keys to get into the BIOS, but consult your computer manual for details.

If by older you mean Windows 98, the only way is to set a password in bios. Be careful, if you do this and lose the password the machine becomes unusable. If it is a later system go to your user account settings and turn off the automatic login, then set a difficult to guess password. Then for total safety set a password for the user administrator.

Set a Bios Startup Password. When your computer first starts, enter the Setup (press F2 or the DEL key). And scroll through the menus, you'll seen an option for Power-On password (or something similar). Set that, and the first thing you see is a password promt when you turn the computer on.

When you're in user accounts, add a password to that account, that way every time you turn on your computer, you're prompted for a password. To get it to ask you for one when you're coming back from a screen saver, right click on your desktop and go to screen saver, hunt around there for the option to ask for a password upon startup.
