I believe the question of the actor has already been answered.
However, the story behind "Who is the Silver Surfer?" is a little more involved, and may be somewhat confusing if you are not really familiar with the Marvel Universe. If you are so inclined to learn about the Surfer (and if you have 20 minutes to spare) I think this Youtube video will more than answer any and all your questions regarding the Silver Surfer--even if you've never read a Marvel comic book in your entire life.

The Silver Surfer is an alien who destroys each planet he visits. In the comic series, he was an astronaut who promised to act as a herald for Galactus(this big planet-eater) to save Zenn-La(a planet, not a chick). He finds Galactus planets to consume, Earth being the next one of course. The actor playing the Silver Surfer is Doug Jones with Laurence Fishburne being his voice.

In the comics, The Silver Surfer was born Norrin Radd on the planet Zenn-La. His planet had created a worldwide Utopia...ie no crime, disease, poverty, etc. etc. His mother couldn't cope with this and she committed suicide. His father encouraged him to look for knowledge and advancement instead of the hedonism which dominated their planet. Eventually his father committed suicide as well after being disgraced from being accused of being an idea thief.
Norrin longed for challenge and struggle. An alien spacecraft penetrated his planet's defense systems. Norrin convinced the council to provide him with a spaceship to confront Galactus who wanted to consume the planet. Norrin agreed to be Galactus' minion seeking out other planets for him to destroy in trade for Galactus sparing Zenn-La.
Galactus agreed and transformed Norrin into the silver skinned super being. Eventually Galactus started to suppress Norrin's memories and emotions which made the Surfer more willing to enter planets for Galactus.
When The Surfer comes to earth to help destroy it, he meets Alicia Masters who senses his goodness inside and eventually moves him to help the Fantastic Four fight Galactus. Galactus errects a shield around earth to trap the Surfer so he can never leave.
There is more to the history, but this is just a bit about how he came to be.
Doug Jones plays The Silver Surfer in the new FF movie and Laurence Fishburne does the voice.

The Actor that is going to be playing the silver surfer is played by Doug Jones (Played as "Abe" in Hellboy..Fish looking character). The voice is Laurence Fishburne.
The silver surfer is a scout of a strong villain that destroys different worlds. The silver surfer scouts each different world and then goes back to his master which he than destroys.

The Silver Surfer was originally a man called Norrin Radd from Zenn-La in the comics. Norrin's home planet was under attack from Galactus, a being who devoured worlds. When Galactus was in the process of getting ready to eat his world Norrin approached him. He offered himself to find worlds for Galactus to eat if he would spare his world. Galactus agreed and used his power to transform Norrin into the Silver Surfer. As the Surfer, Norrin would take Galactus to worlds that would sustain him. Unfortunately those worlds had to be worlds that supported life. Other cultures in space feared the Surfer because Galactus would not be far behind to devour their world. In the movie the role of the Surfer is played by Doug Jones but is voiced by Laurence Fishburne.

Silver Surfer is a Galatic Hero who fights villians like Galactus.
SS is gonna be all CGI and I believe that Laurence Fishbourne is gonna do his Voice.
