The hair would be sent to the Economics Ministry and made into felt boots for German U-Boat crews. I remember seeing movies with German U-Boat crews wearing those large, grey, felt boots. I suppose they were worn because they didn't caused sparks on the steel decks, because they protected against the clammy cold of a submarine, they didn't make any noise when moving around, and were resistant against the acid from the batteries..

They used it for insulation. Like for socks and stuff, it was also used to stuff matresses.
