The Supreme Court does not have any enforcement powers of its own. It relies on the executive branches of the federal, state, and local governments to enforce its rulings.

That's a really good quesiton. As others have pointed out it is really up to the executive brance to carry out orders of the Supreme Court. (it's also up to the executive to carry out the laws of congress, too).

If the executive refused to do so, it would be quite a constitutional crisis and then it would be up to congress to impeach the president, or nothing would be done. That has never happened in the history of the country. The closest I remember coming was with the Nixon tapes. Congress has supoenaed the tapes and Nixon refused citing executive priviledge. The Supreme court ruled that he had to obey the supoena. If he had refused it would have been chaos, but even the imperial Nixon did not want to cause that termoil and possible destruction of the government, so he resigned, instead.

Thre same people who enforce any other law that is enacted. The supreme court does not enact law, congress does. The supreme court rules on the constitutionality of laws and cases that come before them.

Everyone that is involved.

Law enforcement, lower courts, lawyers, judges, and such. Their decisions typically go to interpret a law that is on the books, or to fill a loop hole. When they pass judgement, that is it - it is said and done.
