restart your computer this happens to me alot
and you might want to get an anti virus thing because
this has stated happening to me once i got a virus.

and if that doesn't work, bring it in to best buy or a computer
help store. they will know and make it all better or you might
have to buy a new computer

Try to put the mouse, just at the bottom of the screen, if the mouse changes to a double arrow pointer, then keeping the left button pressed move the pointer up. The bar will show up then

If that doesnt work, maybe for some reason your monitor screen has been changed. Go to the monitor (physically) and wit the menu try to make the screen smaller from the top and bottom.

Good luck

Mess with the little buttons on your monitor. Find the place where you adjust the top-bottom length and press +/- signs until you see your taskbar (that's BTW what it's called)

Right click on the desktop, choose properties, the desktop tab, and click on "Restore Defaults". That might work.
