Its long, but it hovers just above my foot? Im 5' 3'', Does it mean that im too tall and the dress is supposed to touch the floor (cause i wish i was shorter. Floor length seems more elegant) Or does it mean im too short, and the dress is supposed to be mid calve length? For a dress to be long, but just above your foot seems a weird length...? What length of dresses do you think looks best?

Sounds like the dress should be tea length.

sounds it should be one of those tea-length mid calf length dresses. You might be able to just take them hem up a bit. My mom and I do that allthe time. we are 5'4" and 5'5" tall and pretty much all dresses that should hit us mid calf, touch our ankles.
I would never want to be shorter......
