Arson is a felony no matter if you're 15 or 50. With the laws the way they are now and depending on the circumstances surrounding the charges, even a 15 or 16 year old could be tried as an adult if they are found to have commited arson with the intent to do harm. If anyone is killed then there will be charges of murder while in the process of committing a felony. Just because you are under 18 doesn't necessarily protect you from spending time in an institution, whether it be a juvenile detention facility or another type of facility that will allow juveniles. Unfortunately, the conviction rate for arson is 1%. It's extremely hard to investigate and hard to find proof that arson was committed unless there are witnesses or it was a sloppy job and the excellerants are easily found. Cross contamination from firefighters and investigators make it hard to prove arson.

Arson is a felony. If anyone was inside the building this person set on fire then attempted murder charges could also be filed. (Not saying that they will but it is possible) This person is not going to get away with just a slap on the wrist. jail time is likely just how much depends on any prior history.
