In most states you can't drive your car with only the parking lights on after sunset, they are to mark the car when you park in an area where others may hit you to help them see your vehicle. Fog lights are just that, lights to help you see the road during foggy conditions by lighting up the center line and fog line of the road. They are use with your low beams.

Parking lights mean just what it is Parking lights, If you park out side of the store and leave your parking lights on that means you will be right back, Or when its about dark and not quite dark enough for head lights, Fogs lights are used in dense fog or rain or just driving around at night, However fog lights are mounted closer to the road and give you more light in front of your car, Hope this helps

OK I'm just kidding. When driving in a fog, headlights tend to bounce back from the fog and just create a huge blinding haze in front of the car. But there is a layer about 6 inches to 12 inches above the earth of clearness just between the fog (and road). So by having the fog light very close to the road, it is an attempt to shoot the light through the clear layer. So when you are driving in a fog, you MUST turn off the headlights and only use the fog lights.
Of course these days, people use both just for looks.

Let us divide the lights on a car in 2 categories.
1. The lights that you use to illuminate other objects
2. The lights you use to illuminate your self / indicate to other cars.
The Head Lights and Fog lights fall in the 1st category. The Fog lights are different from a head light since they are yellow color and very low mounted. The yellow color because of it's wavelength allows it to cut through the fog and illuminate the road.
The Parking lights are of the second category. They mark you out on a dark road or an ally so you are visible to others. In some countries it is compulsory to switch on parking lights when parked on roadside parking.
The blinkers also fall in this second category and are meant to warn other cars about your intentions to turn / change lane.
The headlights sometimes work as the second category, i.e. when you dip them to an oncoming car (considered rude) to either ask the other car to let you pass first or to make them realize that they are not being very road friendly.

Parking lights are the yellow lights that you use when you are parked somewhere and want to leave some lights on to identify your car to other traffic. Some people use them at dusk instead of their headlights.
Fog lights are just that, they are a light with a wide angle of light to help reduce glare when it fogs. The lower light beam helps to keep the fog from blinding you as you drive.

Parking lights are the lights that signal when you turn on the turn signal. You should be able to turn just them on without the head lights on.
Fog lights are a different, third set of lights that are suppose to help you see better in the fog but I never found them that much help.

Fog lights help viability in the fog.
Parking lights are for parking... so if you are sitting with the car running you can turn off your bright headlights, but people can still see you.

As in they offer more light around the car, as opposed to shooting light straight out and far away.
In fog, light just tends to bounce around it and get all confused and doesn't help you much. especially the brights.
never use brights in fog.
Fog lights are positioned differently and provide you with better light while driving in fog.

they are basically for show, some people think that their car seems more intimidating if it has more lights on it. fog lights are aimed low to the ground so if you are in fog it doesnt block your view. park lights are for "easyer to park at night". so yeah basically for show, not really nessicary.

park light- when car is in park or neutral this back of car comes on temporarily
fog light- the lights at the front bottom below head lights for navigating/seeing more road ways, better view of roads decal, stops,merge,et.al
