Both r related to each other take control of one and u control it all. That's at least what I know.
From my personal experience I don't like to control any of them. Control of both has its side effects and they r much worse than the Falling RAIN and the Flowing RIVER it self.
I advise u forget to control learn to rise and flow.

The falling rain must be easier to control. All one must do
to control the rain is plant sufficient crops to balance the
rain which is evenly and gently distributed across the
landscape. Furthermore, this method must prevent
the rivers from becoming more unwieldy. If someone
should state, but what about the rivers sustenance,
then it is only proper that rationality responds in favor
of that which controls the rain and states the control
of that which seemed uncontrollable is more preferable
than the function which depends on that which was uncontrollable.

To control the flow of the river one must do one of two
things. Either, expend great effort distributing the water
to where it is useful. Or, disturb the balance of
the ground which borders the river and any life which
resides there. Meanwhile, all of those balances which
depend on the trajectory of the river must also be disrupted
by the redirection of the river.

it's easier to control the flow of the river because for the most part, it is unchangeable. the flow of the rain is outside of man's control and predictability. we pretty much are at the rain's mercy -- and even the fall of the rain can upset the flow of the river.

a single twig can change the course of the mightiest river-
the single river being one sweeping, massive event. a battle, say.
you can cower away from the rain, but you cant stop it-
the rain being thousands of tiny changes, events, whatever, that mass together to overwhelm.
my experience? some people crack under the weight of the river, and some people love the rain; some people can stymie the flow easily, and are terrified of the rain.

It is easier just to go with the flow of the river, if you take it slow and think things through, then you get more out of life.

I think the flow of a river is easier to control. People can create dams and I think there are certain features like meanders that change its direction/flow

I can control the falling rain with a roof and a good drainage. Controlling the flow of the river is more complex and costly.
