Sometimes being friends means letting go to some degree. Instead of changing her mind wish her well you can still plan fun time the two of you can hang out. I have lived a while now and I know people will be in and out of your life for as long as you live. Just remember when one door closes another one opens.
The two of you have a lot of growing up to do some of it will be together some of it will not but I promise no matter what happens you will be just fine. :-)

you have your same fated human ere.
But in my case, me and my bff, both are moving both different directions. She's to south and me to north.
She's like your bff there who goes along with any of her friend but make it worldly on me when we're together alone. I/m not so good outgoers tho.
But we did through the parting for some early stage now-as about a month- and we make up something together that won't keep us apart which is the words 'keep holding on' instead of 'keep in touch'. We also excanged as much things as we could so she won't forget me and I won't forget her either.
She knew I'll be jealous if she's much into her new other friends and forgetting me a second and I knew that she'll be really mad too if I did the same.
Our parting will be thorough 1-6 years since we're still studying. But she remains my only bff.

If her attitude changes when others are around then she's not your real friend. She said it herself. ALL of her friends go to the other school. I had an experience like this. Trust me, her move will benefit you in the long run.

Tell her that you will miss you so much when she moves. Ask her if there is any way that she wouldn't have to move. There is not much you can do if she has to move.
If she does move, KEEP IN TOUCH WITH HER! Make sure you have her email address, phone number, IM screenname, etc........
Hope this helps and best wishes!
