That would appear to be a rather nasty protozoan infestation to me. It appears to have damaged the eye, dorsal fin and is creating a white film on the fish. The photos certainly help, but I'm not sure what the fishes color might have been like before the problem started.

I would suggest treating with Flagyl (Metronidazole) or Nitrofuracin green with Flagyl being the better choice in my opinion.

Flagyl will also cover you if it's a bacterial infection by chance.

It looks like Popeye.. and maybe some fin rot..
For the popeye I suggest.. Immediately do a full water change. Keep his water very clean, changing it every third day. After putting him in clean water, add the antibiotic Ampicillin to his water. It has become difficult to find on the market and can be costly, but if you can find a 12 capsule quantity, it will be well worth the $10 to $12 investment. This medication usually comes in capsules. A full capsule usually treats 10 gal of water. So for a 1/2 gallon of water, open the capsule and take the right proportion of powder and sprinkle on jar water. You may steer gently with a disposable plastic spoon. This is a white powder and will not affect the color of the water. Do not overmedicate! Here are a few more choices if you can't find the Ampicillin...Mela-Fix,
Maracyn Two, Ampicillex, Penicillin.
And for the Fin Rot use one of these listed..Neosulfex, Ampicillex, Mela-Fix, Tetracycline. I would suggest getting the Ampicillex since it treats both. I'm sure MM will have a good answer also. Good luck!
