It varies. Will you be an independent restaurant or are you buying a franchise? Is the place that you are considering opening already fully-equipped from the kitchen to the front of the house? Do you know what you will serve and who your purveyors are going to be?

Good luck.

I don't know exactly what you want but, generally speaking, it might take a bit less than a year. You have to buy your equipment, just the delivery and installation of cooking equipment might take a month already. It needed to custom made for your rented place. Add a time for that, maybe 3 weeks. It needed to be okeyed by the city, 2 more weeks for that if you timely turned it in. License will take 2-3 weeks depending on where you are and what kind of restaurant/fast food you want to have. Franchise is easier but longer it you're the first one to have it in your place of choice because they have to build the building. any way, I think you have clue already, you are the one who knows what you want, as long as you have big fat dollars in your account, ( that is if your are in US) things will be easier because then you can just hire here and there.

i think it depends on how much you have in your pocket. if you have lots of it, all you need is hire the best people to finish the restaurant from the ground up in a week. and get stores to send you their latest equipments for the kitchen and dinning etc.. like those reality tv shows. Of course thats me dreaming... =))
