I agree that decoupage, or decoupaging, is a technique rather than a material.
It's usually done with some form of paper --usually multiple overlapped, torn pieces-- with a decoupage medium of some kind to act as an adhesive and as a clear coating at the same time. The pieces of paper/napkins/whatever are usually enclosed between layers of the adhesive, and at the end, a number of layers of adhesive alone make the surface totally flat.
Not all adhesives dry clear and waterproof though... I would imagine that wheat paste doesn't.
The most common decoupage mediums are permanent "white" glue (like Elmers GlueAll) thinned with water, clear acrylic finishes intended for bare wood (Varathane, etc.), acrylic "mediums" usually used for acrylic paints, etc., but various other things could be used.
There are also products which are sold exclusively as "for decoupage"... ModPodge is probably the most famous brand, but many decoupagers like Royal Coat better especially if the item is exposed to humidity later.
Lots of things might work because they're adhesive and clear, but some may not be as sturdy after drying or as clear, etc.

Isn't decoupage a technique? Decoupage coming from the French decouper (literally 'to cut out'). Decoupage is cutting something out and pasting it onto another medium to form a sort of collage. If you're asking if wheat paste can be used to decoupage, I'd imagine so...As long as it can be used to glue two objects together, I'd say you can't go wrong.

no, wheat paste will not dry clear. use modpodge or elmers glue in a pinch, not the water soluable stuff for little kids, but regular elmers glue, the washable kind gets sticky.

it particularly is wallpaper adhesive. it remains in use as we communicate, besides the fact that no longer as plenty. despite if it remains good you may in all threat nonetheless use it, despite if it particularly is terrible attempting to get the paper off after that. i might basically chuck it.
