satire topic?

Question

for english i need to write a satire about some problem... any type of problem and then i need to propose a ludicrous solution for it. it has to be modeled like a modest proposal in which it says that eating kids is the only solution to ireland's economic state in the eighteen hundreds. what are some topics and crazy solutions ? please help i really cant think of anything.

Global warming. > You could suggest getting rid of /all/ internal combustion engines and converting cars into sedan-like bicycles; kind of like the Flinstones, except using pedals instead of feet.
