"It takes two to tango" means that both involved in the situation are responsible for that situation, usually used when one party is blaming the other solely for the situation.
For example if a girl finds herself pregnant and he says that's her fault the answer is "It takes two to tango", meaning he is equally responsible for the result of their actions.

The tango (latin = i touch) is a dance for only two people. The expression is used in reference to an action that requires more than one person to do it. It is usually said when a person accuses another person of doing something, typically at least ethically questionable if not outright illegal, and the accuser is told it takes two to tango meaning the person doing the action didn't act alone.

It means don't blame just one person when there has been a conflict - both people are usually at fault in some way, and this is how the conflict got started. In other words, two people are needed, just as two people are needed to dance a tango.
