plz help me figure out whats wrong.

Because of security issues. You should use your administrative rights and permit for downloads.

My guess, not knowing what kind of computer you are playing with, is that you have some type of screening software or firewall to prevent potentially infected programs from being downloaded.
You can adjust your security level to allow programs to be downloaded if you are talking about a desk top or lap top computer.
You will have to click on "Tools" at the top of you screen when using your browser or if you are on any site other than your homepage. Then click on "Internet Options" and a larger window will apppear and then look at the tabs on the imaginary "folders" and click the "Security" tab and this will open another window and you can play with your security level until you are "low enough" to allow a particular site or program to begin downloading.
You can always go back and adjust this security level to a "whole 'nother level" when you are finished. (Higher level)

The most likely problem is your anti virus software. I had to nuke Norton for a similar reason. Try shutting off your anti virus software and see if that helps. Be careful though, with your anti virus off you are open for attack. Only try downloading from a trusted source!!
