I have a '99 Land Rover Discovery and my speedometer head skips or bounces. For example if I am going about 40 miles an hour, it will bounce between 30 and 50 the whole time I am driving.

There's a kink, or tight bend in the drive cable, and it's about to break.

Speedo cable is probably worn where it attaches to the transmission or differential.

Pull it out and check for wear.

Try lubricating the cable. Everything works better with a bit of lubrication. Everything.

could be your nylon cog that connects to gear box drive....or the block that sits in gear box that sends pulse to dash...
