If its one of those mouses with the little round ball thing that moves then there's probably some dust or hair stuck in it, and thats slowing it down. In that case, just take it out and it should be fine.
If it's not that kind of mouse then still clean the bottom, but if that doesn't help then I don't know how to fix it.
Mouse pads help alot, too. If you're not using one, get one, (or try using a peice of paper?).
If you are using one, then maybe it's dirty and it's interfering with the mouse. Again, just clean it off or get a new one.

Quick & permanent solution = dispose of the rollerball mouse & buy an inexpensive (under $10) optical mouse.
Or ... open the mouse cover around the rollerball ... remove the ball & clean the accumulated dust & thread off the rollers (usually 2 or 3 of them) that have contact with the ball.
This is what impares friction from the ball to the rollers & hence causes it to "stick" as you put it.

I stopped putting toffie apples in his cage.
Remove the ball from the mouse and clean the rollers that the ball rubs against.

clean it! take the bottom off take out the ball if thats the kind you have either blow canned air around the rollers or pick out the gunk put it back together. If not ya gotta get a new one. $5.00 walmart
