This was the idea of William Beveridge and was submitted to the Coalition Government of Britain in 1942.
The plan of the Welfare State was commenced in 1945 by the then Labour Government under Prime Minister Clement Attlee.The driving force behind the implementation of it was Aneurin Bevan M.P. Minister of Health.

The creation of the NHS which changed hygience and health problems in England. This process got rid of some nasty diseases such as smallpox, cholera due to improved vaccintion and medince. Also, the Education Act after WW2 changed the education system as it is today. It created objectives to provide everyone an equal chance of achieving success even though it was an myth.

Look in your book for Aneurin Bevan's predecessor for the answer. Bevan only implemented a scheme that had been dreamed up by someone else.
