Depends if you want the young baby potatoes, mature potatoes or storage potatoes.

Babies are dug young but don't last. The mature size are also bad keepers. If you want storage potatoes you need to harden them off.

Depends on how you like your potatoes. Generally, if you want them full grown, you'll wait until after the tops turn totally brown/red. If you want "new" potatoes, wait until the tops start to turn.
