you are talking about a McLeod... if you are talking about a wildland firefighter's tool. It is usefull for clearing grass quick and efficiently. When firefighters are separating the burned area from the green area, it can scrape line very fast on the sharpened edges of the tool. The horizontal side is useful for digging away thick duff under the trees.

Well, if its flexible its what we call a "flap". We use this for wood fires or just common small fires. Its practically the same thing you see in the old movies where the women are putting out a fire with a broom except these are rubber. Its used to either drag on top a small fire or to beat it out, just by sufficating the fire out such as using a lid to put out a candle. It has a long handle with a square stiff rubber "flap" on the end.

DRAW IT AND UPLOAD IT AND EMAIL IT TO ME. Its for sure not the jaws of life, Its not a hydraulic tool, its not a rescue tool. I am beginning to think your saying a hand tool like a tnt tool or a haligan bar maybe a clemmens hook.

I keep thinking a haligan bar.

I going to paste some tools hope you find it and email it to me so i can tell you the proper name cause your description is not easy to understand

It is a Shovel.

Wildland firefighters carry a shovel, useful for digging, scraping, and spreading loose dirt over small flames.
