As they have done for over a hundred years, he is taking his orders from wealthy US business interests, and keeping his people so poor that they are forced to come to the us and work for **** wages. for the narrow wealthy class in Mexico it's a win win... no one stays there and rebels against them. For the rich Amercans it's a win-win, they can keep the labor market tight here and profit off the un-pensioned 'subhuman' workers.
If you want to know who has made the mess, look to the business goons who run America. They'll be pointing at the poor desperate Mexicans, but they are the ones causing it.

Sitting back and laughing......and waiting for the moment that our own federal government opens the dam so the real flood of more illegals can come into the USA.
Its all about the trade agreements that have been passed into law in recent years. NAFTA, CAFTA and FTAA.
Money (greedy American corporations) is buying off the politicians at an unprecedented rate.

If you are speaking of the illegal immigration issue we have, he is more than likely handing out maps and offering transportation to the border.
Mexico's number 1 foreign money contributor are those illegal immigrants that come here and then send the money back to their families in Mexico. They make millions every year. They get more there than they do in foreign aid.
So I don't forsee them stopping the illegal immigration anytime soon.
