It can't totally remove a scar, but can greatly diminish it's appearance to where in some cases no one can tell it's there.

It depends on the scar. I had a scar removed from my knee, only for it to return a week later. I had it remove a second time and it still returned. I'm hoping to have it removed again, but this time with a course of steroidal injections into the area of the incision to prevent the scar from reforming. See a dermatologist to see what options are available to you.

yes plastic surgery can remove scars and lot of other ugly things.......
but i suggest thst you dont do it until it is really important

Depends on the scar. You can have a free initial visit with a cosmetic surgeon and they will tell you how well they can repair it.
