Book something now is the best advice and book it through the hotel so you can keep looking for a better deal.
December 28th - January 1st are going to be expensive and the closer we get to those dates the worse it's going to get.
The Stratosphere has been mentioned and if you want to stay on the strip, it's a very good choice.

Main Street Station - was also mentioned and it's one of my favorite hotels. That's where I'm going to be for New Years. They do have very good rates for New Years, but, MSS is downtown, if you want to celebrate NY's Eve on the strip it would be a good idea to stay on the strip as transportaion is a mess.

The LVA website also has "travelaxe" on their main page. Travelaxe will compare rates for all of the major travel discount sites(this should give you an idea of the rates for the hotel(s) you're interested in). Many hotels in LV will price match the best online rate that you find for their hotel.

vegas.com all casinos have deals, it depends on when you go , how long you stay, and the day you arrive.
if youre going over new years or a holiday or when they have a championship fight etc... plan 1 year to 9 months ahead for the best deals. last min decisions sometimes are costly.
most hotels will only take reservations no more than 12 months ahead, unless you are a whale.
each casino has a different theme. you have to decide what mood you want italian, parisian, new york, big screen cinema, camelot? once you decide that you can start checking prices.
the most conveniently located casino in my opinion is the mirage. its elegant, great show, and sits right in the middle of everything!!!!!! and its affordable and has great ammenities inside and out. the pool area is fabulous.

I would make reservations now, and the best way to get New Years deals is to book through the hotel itself. I know that sounds odd, but if you start searching now and book now you will get a much better deal than booking at the last minute. Also, don't expect great deals. This is Vegas, it's New Years, it is PACKED, and it's going to be expensive. I would stay at the hotels on the Northern end of the strip if you want to cut down on costs, but expect to pay cab/bus fare for going anywhere. Oh, and the clubs will be at least $200 on New Years Eve, and I would book those as soon as the club knows what they are doing - like say Oct/Nov.

You should make your reservations as soon as possible, as New Year's Eve and surrounding dates are probably the busiest time of the year, as well the most expensive. Try Expedia.com or Hotels.com for the best prices. Downtown hotels like the Golden Nugget or Main Street Station will be cheaper than the strip hotels. If you must stay on the strip, you will find that northern strip hotels are not as expensive--Sahara and the Stratosphere are two.

Go to each hotels website directly, and book through there. I can tell you some hotels, like the Luxor and MGM, are having fantastic deals through New Years right now. And book as early as possible.
