No, it is 9:58 pm. People are sleeping or bracing themselves for the storm and cold front that are about to hit, and here I am happily writing my response to your question.

It is now 7:40 am on Wednesday. My nieghbor is mowing the lawn. He started at 6:57 am. In what world is that an acceptable time to mow your lawn? It is not even summer yet. He is not trying to beat the heat. I need my beauty sleep. Rahhh

That happens to me all the time on person is mowing their lawn and the next day someone else is. I usually just blare my favorite music and open some of the windows so it drowns out the sound.

Most of my neighbors have landscaping companies do their lawns and these companies usually perform their services on Wednesdays and Thursdays.
