You need to find two values in order to write the equation of a line, the slope and the y-intercept.

To calculate the slope, find the difference between the two y-coordinates and divide this by the difference between the two x-coordinates. Here this is (-3-10)/(3-3) = -13/0. Note that you end up dividing by 0 here. This tells you that the slope is undefined and you are writing the equation for a vertical line. Thus, there is no y-intercept (unless this is the y-axis itself or x =0)...

Note that for both of your points, x = 3. Because this is a vertical line, the x-coordinate will never change as long as you stay on it. For all points on this line, x = 3 and this is the equation for the line... X = 3.
