The good news is that this is usually NOT caused by bad hardware. You don't need to pay for the computer to be fixed. It is ALMOST ALWAS BAD SOFTWARE on the system. Look for red flags, free screensavers, free cursers, AOell, Limewire, bearshare, chat programs, Remove them. MANY will not remove through add/remove or only appear to remove while still working in the background. When your computer is freezing, Ctrl/alt/del and check task mgr to see if the offending program is still listed. Clean up your start up.

Press the keys "Ctrl" "Alt" "Delete" and Click Shut Down it is better than pressing the power button manually because control alt Delete logs your computer off and shuts it down and the power button just shuts off your computer with everything running which can damage your hardrive.

Well, forgetting about any other issues that may be causing this. Press & hold the Power button your PC itself for about 10 seconds and it will switch off.
I'd be looking into the root-cause of this though, switching off your pc like this could have adverse effects....only use this method if the 'proper' way doesn't work.

Press "Ctrl + Alt + Del" ,
Check whether any Not responding Applications are listed in Applications tab, if find any Not responding, select those applications and press end task, after all please try to shutdown
if that too deosnt work Please press "Ctrl + Alt + Del" and after that go ahead to shutdown >>shutdown and try to shutdown,
if that too doesnt works please press and hold the power button until the system shutdowns
