It is possible both ways, since the action flows out of thought process also. Inventions, experiments etc are ideas, concepts, visualisations first, before they are tried out in labs. The story writer, scriptwriter, director are people with better capabilities for imagination. They can create or even 'dramatise' a glimpse of scenes they see in real life.

initially films do take the real life instances to make a story. but then there is no fun watching movies witout any masala, twists and turns. so extra emotions and scenes are put into it to make it more attractive.
these in turn are imitated in real life. so there is always an influence from both the sides on each other.

Hard one to answer except to say that sometimes it's art imitating life and sometimes life imitating art. That doesn't really answer much, but I can only say that sometimes the things that I see remind me of a movie when it seems that it really should be the other way around.
