I have an idea, but I've heard varying answers. I mean it in the abstract sense (not to literally split an atom, but to figuratively do so). Is it even a common phrase? I do not know the exact context where the phrase would fit.

It means to split up the nucleus of an atom, releasing the bonding energy that keeps the nucleus together. Its done by firing neutrons in to a nucleus. In a chain reaction one splitting nucleus releases neutrons that split other nucleii and they go on to release more neutrons, etc.
