You should go to your city and find out what departments regulate the low income housing. From there they should be able to tell you if you meet requirements and how to get on any list.

Check out HUD. Housing and Urban Development in your area. Then ask them for list of "Affordable Housing". Rent is determined by the Housing department according to your position on a predetermined qualifications graph with respect to your assets and income. Hence Affordable Housing.
