In Windows XP, after so much time, it will automatically compress some files to save space. It doesn't really affect anything, and if you want to take off the compression then you have to right click on and change those properties. If every file you have on that specific Hard Drive is in blue text, either you or someone else has enabled that Hard Drive for compression. I never saw that the compression helped too much, but that's just me, so either leave it alone or tell windows to stop compressing your unused files.

It seems that your hard disk drive is formatted in NTFS. This format allows Your operating system to do more, but it only works with WinXP.
One of the things it can do is compressing your files to save disk space, and when this happens the icons name appears blue.

every folder has a desktop.ini file. This files gives information to windows about how the folder treated.
For example my music folder, in sidebar you ll see different action ( such as rip, burn, or play) with u normal folder.
It is normal, dont worry.
I have one nice desktop.ini so text in folder becomes red and those folders has unique wallpaper!

it means the drive is compressed, it will never affect anything! the only time that it gave me a problem is with Photoshop Lightroom, Lightroom does not want to export to a compressed drive. Other than that I never had a problem for 10 years. I compress all my drives

This is to do with the permissions on the hard drive and how it was formatted probably before you bought it. I wouldn't worry about it, the same happened to me recently.
