can you cut them back in summer?

You should cut them back, but wait until the leaves start to brown and crumble down. That gives the green leaves some time to add energy back into the bulb before you snip them off.

The leaves feed the bulbs as they die, so you shouldn't cut them off until they are yellow. If you keep cutting off the leaves your bulb will have a very short life span. Growing taller plants in and around the tulips will help hide them while your waiting for this to happen.
