Does m.s. mean metric system? Hex nuts, metric or otherwise, are made on an industrial scale using large assembly line robotic machinery. That would cost millions of dollars. I'm sure you wouldn't be asking here about that sort of thing. Making custom hex nuts on a small scale, though, would require the equipment in any standard metals shop. I've never heard of a small machine specialized for making just nuts. That would be, well, nuts. Starting from extruded hexagonal steel bar, you'd use a cross-cut saw to cut the lengths, and drill and tap the holes on a lathe.

Get a small chucker that can center drill, drill , tap,chamfer, and cut off and feed it hex stock. If you have a large run, contract it out. If you have a short run, a small lathe will do, as will a small vertical mill. You can make a good sized run of nuts in a vertical cnc mill with a homemade 4 position vice.

A 1.5 inch hex nut can be efficiently produced on a 10 HP
machine
