Basically its another way of measuring how efficient a pitcher is that doesn't rely on runs scored.
If two pitchers have the same ERA, but one pitcher allows the bases to get loaded in every inning, and the other only allows a couple hits every couple of innings, then the WHIP shows that difference.

It is a stat shows how effective and efficient a pitcher is. Basically, it tells how many baserunners a pitcher allows per inning.
If two pitchers both pitch 6 innings allowing 3 runs, they will have identical ERAs. However, if one pitcher gave up three solo home runs and no other hits, and the other gave up 5 hits and 4 walks, the first pitcher was more efficient and effective throughout the game. In an era where pitch counts are closely adhered to, WHIP can be a more useful measure of how a pitcher performed.
