The official accepted formula is

OBP == (hits + walks + hit-by-pitch) / (at-bats + walks + HBP + sac flies)

conventionally to three decimals.

OBP %= Divide the TOTAL # of hits, TOTAL walks, and TOTAL Hit By Pitches by the TOTAL # of At Bats, walks, Hit By Pitches, and Sacrafice Flys.

For Exampe: A player has 10 Hits, 18 At bats, 3 walks, 2 hit by pitches, and 4 sacrafice flys

his OBP% will be: 10+3+2/ 18+3+2+4=15/27=.556 Obp%

If I'm not mistaken, the OBP is calculated much like a BA, except it is less discriminating. It takes into account all a players plate appearances, and instead of only taking into account hits, the OBP counts how many times the batter reached base safely by any means.

In short:
OBP = (Number of times a batter reached base safely)/(Number of plate appearances)

Number of times reached base / number of at bats.
