anyone know how to turn off water at the water meter when no valve is present? my water meter is in a hole in the ground covered by a lid inside it is connected by 2 pipes on each side. there is no shut off valve on either pipe or on the meter itself. however there is another pipe in a small hole close to the hole in the ground with the meter in it. it also says water on it but it is about 2 feet or more deep with water in it so i cant see if the valve is in there or not. and if it is wat kind of tool do i need to turn it off cause i have water key and it dont feel like its gripping anything......any help would be great cause i need to do some repairs and the water needs to be shut of and the water company is closed!!!!! please help!!!
