The shut-off valve is in the small hole close to the meter. You need a long handled tool called a reach-rod to shut off the water. The water company has at least one on each truck. You might be able to get one at a hardware store because the same tool is used for sprinkler systems. Any plumber worth his salt also has one in his truck.

The water shutoff valve on the meter is usually a straight bar shape. It doesn't look like a regular valve with a handle. The water company has a special tool to turn the valve. Once you locate the valve you can turn it with a cresent wrench.

If your repair is to the hot water valves in the house, shut the valve at the water heater, and then do not turn on any of the cold valves, while working.

Uh, apart from what everyone just said.. my house has also ANOTHER valve a bit further in from the street valve (in my yard), more user friendly. This is so if anything happens the house won't flood while waiting for a plumber and his special tool.
Perhaps you have one too, if they had any sense when building.

It sounds like that second "hole" is you valve. You may have to get a shop vac and suck the water out to see what you need to turn it off. Most of the time it's just a round handle and you hand will do.

The only solution I can see is to call a plumber. A lot of plumbers have emergency numbers. It may cost a lot. In our town, we have an emergency number for the water company.
