CDs and DVDs are released on Tuesdays because sales figures for albums are released on Mondays.
While films are ranked according to weekend sales figures, the billboard charts are determined according to weekly sales. Thus, in order to maximize their sales potential, albums have to be released immediately after the posting of the previous week's sales figures.
Shipments of music usually begin to arrive in stores on Thursday. That gives the stores time to coordinate special midnight sales on Monday evening, as opposed to Sunday, which is usually a shorter work day.

Same reason some theaters offer free popcorn on Tuesdays and some bars offer two for the price of one specials on Tuesdays. Many vendors of all sorts offer deals on Tuesdays.
It is the slowest shopping day of the week. It encourages revenue on an off day.
