Anytime between now (around Memorial Day) and late fall (Thanksgiving). The only time you might not want to go are during the height of summer (July and August) when you'll want to escape the sticky hot weather and go to the coast (like Cape Cod or Cape Ann); and during mid-winter, which can start in December, but seems to be starting later every year. Spring and early Summer are great when everything starts getting green and spring colors come out and there's always something going on especially if you're near a big town or city. Fall foliage is beautiful and begins statewide in Massachusetts in early October and peaks from mid to late October. The State Fair, also known as the "Big E" in Springfield, is the biggest of it's kind in New England, and is so big, it is open year round. Boston is also eventful year round. For the weather, anytime in the Fall. Also the Sox are playing and there are usually outdoor concerts on till late September. Evenings will be about 70 degrees or so and the kids will be back in school, so you can do things like the Duck Tour and the Museums without kids tripping you up.

I would suggest one of two times, both lovely, depending on what you like and want to do;
Either Late June/Mid July or Fall Foliage season, generally early/mid October but you need to keep checking as this greatly varies depending on what type of summer weather we have.
The area is alive and gorgous during both times. Summer gives you the beaches, mountains, all sorts of hiking, lovely drives, outdoor seafood places, and nice weather to poke around the usual NE places. Rockport is beyond charming, there are many festivals in and out of town, and endless things to see and do.
But then we have leaf peeping season. I don't know where you are from, but if you don't have stunning foliage, it's amazing here! And usually still warm enough to do many of the outdoor things. Hardest part about this is prices are usually even more sky high and it can be VERY hard to predict when peak will hit.
A few years ago I was supposed to go visit cousins who have a house with a view I could look at forever in Vermont. We planned it when it was supposed to be peak. Life woudln't let me go then, and between them having plans and me having plans we couldn't reschedule for 3 weeks. I figured I'd be lucky if I saw some leaves as I left the Boston area. Well what do you know, we had some funky weather that year with hot nights and I ended up being up there during the peak of peak!!!!! Sadly many who booked in advance had come and gone, seeing not so much foliage. So that can be iffy, especially if you are flying in and need a firm date.
I chose that summer time as my best guess for good weather. August lately has had weird hot and cold streaks and lots of T storms. But weather in NE is at best a guess, and that is my best guess lol.
I'd think about which sounds more interesting to you. Also would help to know what you like to do or not. I saw someone mention the Big E (which is a good ride from Boston). I'd check the dates as I am nearly postive it is not year round, although they use the fair grounds for many things). Closer is the Topsfied fair in the fall, but no where near as big. But do you like fairs? There are arts festivals, the Italian feasts in the summer and on and on....so so much is what you enjoy doing.
I'll give a couple good sites to check out where you can see some special events and what is going on...maybe that will help some. I'm sure you will have a great time no matter which you pick as both seasons are GREAT!

The summer is hot and humid, but great for Red Sox games and the 4th of July Boston Pops event...
The fall is great for seeing the leaves change colors...
Winter is cold, but you can take a drive up to NH to go skiing or snowshoeing..
Spring is rainy, but you can watch the Boston Marathon..

There is no bad time for Mass.
But, 2-3rd weekend in october is probably the peak color in fall. Oh so nice.
