The fine was for dropping 2 quaver crisps - NOT a wrapper. A woman was fined similarly for throwing a cheesey wotsit out of her car window a few months earlier..

Europe have told Britain that they must meet certain recycling targets. We are one of the few countries to take them seriously.
The onus has been past on to Councils. If they ask people nicely to recycle, then most will just ignore them. So Parliament has given the Council the power to impose fines. Councils being councils, they have taken this to heart, and if they have got a discretion, then you can bet they will exercise that right - even to the extent of using your money in employ litter police.
You shouldn't be dropping Quaver wrappers in the street, but I agree we all do something similar at some time or other. But litter has been an offense for years. My teenage sister, who is now 47, was one of the first in the country to be fined for dropping a choc wrapper.

Simple council worker people with poor education making decisions.
Day at the council goes like this....
Jeff: The Government has just sent this new policy saying we have to cut down our budget on street cleaning.
Mike: Ok, but what do we do about all the litter that is dropped?
Jeff: Ummmmmm, dunno.
Mike: Well maybe we could employ people to monitor it and put it under a different cost centre!
Jeff: Genius idea! But how will we pay for them?
Mike: Well we could just fine everyone £90 they see dropping litter?
Jeff: Ok, like it, like it. But how will we make sure they fine enough people to cover the cost?
Mike: Well lets just performance manage them and say they need to get 10 people a week.
Jeff: It could work. But what if they just start fining Grannies for mnor things?
Mike: It doesn't matter, the Government have let us do what we want for years, as long as we hit their targets, they don't care HOW we do it.
Jeff: True enough. Fancy an early lunch, maybe a few games of pool and a few pints?
Mike: Well, we've done good work this morning... so why not?

we now seem to be living in 'ban it' society these days. You got councils going a*** over t** to comply with the new green collections which ends up in bloody russia or somewhere being sorted by 20p per hour slavery.
Then theres the ciggie ban, my council Lancashire are using tax payers money to Hire 'smoking ban enforecment officers' please!! Its all an attempt to comply with those K*** heads in Brussels and of course to swell the coffers with fines.
so lets try something, drop a ciggie, a quaver and fly tip ALL at the same time Ive no doubt we would all end up in jail doing more time then a ruddy serial killer.. no sure if i answered ya question lol

I do recycle. Sorry, can`t agree with you on the litter thing. I live in a rural area, but out walking near the main roads i`ve seen people open car windows and throw whole carrier bags out into the street - even a disposable used nappy in one of them i picked up !We always pick them up ourselves as we want our area to stay nice.
