You saw only the golden haired man. There may be hundreds of another persons going to the fair. Its a different matter that you didn't mentioned about them. But any sort of fair is not ment for just two or three people. Many of the people can also go to the fair. But you particularly mentioned about him. Thus, from the other four, you were going to the fair, but it doesn't mean that the four of them were not going to the fair. As l said earlier, fair is ment for the whole public, thus there are many people including you who were going to the fair !

Only 1 person! Even though you saw:
1(man with golden hair) +
3(his sons) +
9(total number of sons' sons 3*3)=
13.
The only person who was going to the fair was you!!

It's not clear from the question whether the group with the man were going to the fair or coming from the fair, so, 8 if all were going to the fair, 1 if only "I" was going to the fair.

The question only says the man was going to the fair. It did not say his sons or their sons were going.

Answer 1.

It's one because you saw them ON THE WAY to the fair. You are the only one going to the fair.

I'm not sure, this is kind of a brainteaser, but its probably you(1), the man (1), his 3 sons (3), which makes 5 person in total.

Or, it can also be 8 persons too. (I'm badly confused......)
