1. First you have to get Firmware update 2.7 or later.
2. Then you have to be able to go online with the PSP to Enable Flash Player under System Settings

you need to be able to connect to the internet at least once. you also need firmware 2.7. here's how.
from the psp main menu, go to settings. from settings scroll down to system settings and select it. scroll down to enable flash player and select it. agree to the user agreement, accept it. then the psp will need to connect to the internet to do so. connect to your typical wi-fi signal, and you should be done.

It was included in a firmware update. Version 2.80. You don't have to do anything except enable flash is the settings -> system settings menu.
